CERTIFICATION
Smart Serve Recertification: The 5-Year Rule, Fees and Finding Your Expiry Date
Smart Serve used to be a once-and-done certificate. Since the AGCO introduced a five-year term, every certificate has an expiry date, and renewing before that date is cheaper than renewing after it.

The Short Answer
- Smart Serve certificates are valid for 5 years from the date of issue.
- If your certificate is still valid, you can recertify online for $29.95.
- Once it has expired, the full $44.95 course fee applies.
- Your issue and expiry dates are printed on your certificate. If yours does not show an expiry date, download a new eCertificate from the "My Results" tab in your online account.
- Recertification Final Tests are completed online only and are proctored.
Where the 5-Year Rule Came From
On November 9, 2021, the Alcohol and Gaming Commission of Ontario (AGCO) published an information bulletin titled Mandatory Smart Serve® Recertification Will Begin July 1, 2022. In it, the AGCO announced that it was "introducing a five-year term for all new and existing liquor training certifications". The change came in under Ontario's Liquor Licence and Control Act, 2019 and the Registrar's Interim Standards and Requirements for liquor.
The bulletin set out three key points:
- Recertification began on July 1, 2022. From that date, people could start renewing.
- No certificates expired before June 30, 2023. That gave long-time certificate holders a full year to recertify.
- Who must recertify: anyone involved in the sale, service, delivery or sampling of liquor, as well as anyone who takes liquor orders from customers.
The original bulletin said certificates issued before July 1, 2018 would expire on June 30, 2023. The AGCO later added a note that, on June 30, 2023, it extended the recertification period so that certificates expiring between July 1 and August 31, 2023 remained valid until September 1, 2023. That transition is now over. Today the rule is simple: every certificate carries its own expiry date, five years after it was issued.
Fees: Before vs After Expiry
| Your situation | Fee (CAD) | Condition |
|---|---|---|
| Certificate still valid | $29.95 | The valid certificate must be in your Smart Serve online account |
| Certificate expired | $44.95 | Full course fee applies |
Smart Serve's wording is specific: "You must have a valid (not-expired) certificate in your online account to qualify for the discounted course fee." If you certified years ago and never set up or used an online account, sort that out well before your expiry date so you do not lose the discount over an account problem. All Smart Serve fees are in Canadian dollars and are non-refundable.
How to Find Your Expiry Date
- Look at your certificate. Smart Serve says the issue and expiry dates are displayed on it.
- If there is no expiry date, Smart Serve's instruction is to log in to your Smart Serve online account and download a new eCertificate from the "My Results" tab.
- Count forward five years from the issue date if you want to sanity-check the date shown. A certificate issued on March 15, 2022, for example, would carry a five-year term to March 2027.
- Put a reminder in your calendar a few months before the expiry date so you can renew at the lower fee without rushing.
What Recertifying Involves
Recertification is not just a payment. Smart Serve says you must purchase and complete the training course, and that Final Tests are completed online only and will be proctored. When you pass, you receive a new eCertificate with a new five-year expiry date.
Because the Final Test is proctored, the same rules apply as for a first-time certification: a valid government-issued photo ID, a working webcam and microphone, one sitting without leaving the camera view, and no help from anyone else. Our proctored test setup checklist covers those in detail.
It is also worth refreshing your knowledge, not just your certificate. Rules have changed since many people first certified, most visibly with the expansion of beer, wine and ready-to-drink sales into grocery and convenience stores, and with AGCO-approved training programs for retail and delivery. If you last studied in the 2010s, review these first:
- Ontario Liquor Laws: the LLCA 2019 framework and current hours
- Retail Sales and Delivery: newer retail and delivery scenarios
- ID Verification: checking anyone who appears under 19

Can I Keep Working With an Expired Certificate?
No. The AGCO's training page says that anyone involved in the sale, service, sampling or delivery of liquor, or in taking orders for its sale, must hold a valid certification from an AGCO Board-approved training course, and that all certifications must be renewed every five years. The AGCO also advises licensees to keep copies of their own and their employees' certifications, because AGCO inspectors can ask for proof at any time.
For employees, that means an expired certificate is a problem on the next inspection, not just a paperwork detail. For managers, it is worth keeping a simple list of each staff member's expiry date.
Should I Recertify With Smart Serve or a Different Program?
It depends on your job. The AGCO now approves several programs. The Smart Serve Full Course applies to all liquor licensees and employees, including bars, restaurants, grocery and convenience stores, and delivery licensees. Liquor Retail Training Programs, including Smart Serve Retail, apply only to retail settings, and a retail-only certificate does not allow sales, service, delivery or order-taking outside a retail store. The AGCO also notes that people with a valid Smart Serve certificate can keep working until it expires, and after that need a certificate from a program that applies to their role and setting.
If you work in more than one setting, or might move from a store to a bar, the Full Course keeps your options open. Our guide to which alcohol training you need in Ontario walks through common roles.
